American League West
The Astros have been among the best drafting organizations over the past 10+ years, while the Angels and Rangers have been among the worst. Below are the raw totals for drafted WAR by organization since 2010.
Houston Astros
No organization in baseball has accumulated more WAR through the draft than the Houston Astros. When you adjust for draft position, they slide down a few slots in the rankings, but are still near the top. Their draft classes of 2011, 2012, and 2015 were huge, mostly because of the success of top picks George Springer, Carlos Correa, and Alex Bregman. The 2015 class was particularly good — in addition to Bregman, they also picked Kyle Tucker, Myles Straw, and Patrick Sandoval. Straw and Sandoval were both taken after the 10th round. Sandwiched in between those great draft classes is the 2013 class, a year in which they took Mark Appel, Andrew Thurman, and Kent Emanuel with their first three selections.
